WELSH RESIDENTS OFFERED OPPORTUNITY TO OPT-OUT OF ORGAN REMOVAL

Cardiff, Wales – Under a proposed law, residents of Wales will now have the option of opting out of organ removal for donation.
The new law will affect people who have recently died in which, if an opt out is not taken, organs will be removed, and living persons with healthy and desirable organs. It is the latter part of the proposal which has many advocates concerned that rogue organ harvesters may take advantage of people not fully briefed in the nature of the law.
“When people die, donation of their organs and tissues is often possible but currently does not happen - not because they did not wish to donate but because they never got round to joining the organ donor register,” said Health Minister Lesley Griffiths. “Repeated surveys show that the overwhelming majority of people in the UK and Wales believe in organ donation, but only one in three people in Wales have joined the organ donor register.”
The law would only apply to Welsh residents and would be primarily used for people who have recently passed away. Live organ removal has been a controversial topic in Wales for a number of years.
“No one wants to see people die unnecessarily but some people, well some people are more deserving than others of healthy organs and that is what seems to be at issue here. The concern, a valid concern, is that people will take liberties with this law. While it should only apply to living persons, it is entirely possible that unscrupulous people will remove the organs of living people, which would be problematic,” said Scrape TV Health analyst Rebecca Phelps. “Organ thieves, by and large, tend to be a little unscrupulous. It’s part of the business.”
Welsh officials have insisted that the new program will not enable organ thieves but opponents to the law have stated that any normalization of organ donation will make abuses easy and common.
Live organ theft has not been a particular issue in Wales and most want to keep it that way.
“We are concerned that this proposal will in fact increase organ theft. People will feel they deserve new organs and will try to get them one way or the other. This is not so much of a problem if we are talking about say a kidney, or a part of a liver, but if we are talking about say a heart or lungs, well it will cause problems,” said a lawmaker opposing the proposition who preferred not to be named. “We could very easily create a society where people feel they are owed organs, even people who have abused their own body and that in turn could create a criminal underground bent on satisfying that demand. We cannot have a society where people feel they are owed things like organs, especially if they don’t take care of their own. That will only cause problems.”
The British Heart Foundation has asked that other U.K. governments follow the Welsh proposal but no one really pays attention to what Wales does, not like they could understand them anyways.
