NEW TAXES PROMPT CATERPILLARS TO LEAVE ILLINOIS
March 30 2011
Springfield, IL – There may never come a time when people are okay with taxes. Taxation is, at its core, the basis for all modern society. It pays for governments and infrastructure, providing us with the very ability to earn money and thus pay taxes,
yet they always seem too high. Without taxes we would most likely be living in caves, huddled around campfires and waiting for competitors to invade our territory. Taxation is the basis for all civilization, yet it is something with which civilized people have never had an easy relationship.
Many nations have fallen under the burden of taxation, stretching from Rome to Britain and many more in between. Taxes are something that few societies have been able to live accept without argument despite knowing full well the benefits of the tax system. While that debate goes on in most modern nations, there is perhaps no country where the issue has become more divisive than in the United States where the debate isn’t just isolated to lunchroom debates and grumblings at cash registers. Entire political parties have been created in an effort to protest high taxation. While it is unlikely that modern protests against taxes will have the same
effects as those which helped found the country, a full-out rebellion, objection to taxes have pushed some people, and other species, to the limit including caterpillars which are now migrating out of some states entirely.
“This is not a phenomenon that anyone could have imagined occurring quite frankly. We rarely see mass migrations of any species from any area, but it has never occurred in a single taxation zone. Generally speaking animals do not respect legal borders but in the case of caterpillars that appears to be different,” said Carter Waites of the University of Illinois. “We have seen a pattern of movement by caterpillars from the borders resulting in limited populations inside Illinois and major populations in bordering states. All of this has happened in the last few months, since the tax increase.”
In January, state legislators approved a 66% income tax hike.
“It is odd for a number of reasons, the border issue included. The real oddity here is
that caterpillars are not covered under taxation laws, and in fact earn no income and so their motivation for migration is a mystery. We can certainly understand why people and companies may want to move out of the state, but there is no real motivation for other species to do the same,” continued Waites. “In many ways it would make sense for caterpillar populations to increase. Reduced human populations in Illinois will likely result in more plant growth which means more food for caterpillars, but the exact opposite appears to be happening and we have no theory as yet to explain why this might be happening. We have seen no other mass migrations of insects aside from these species of caterpillars.”
On the human side, industrial manufacturer Caterpillar, Inc. is also considering a move out of state as a result of the tax changes.
“There is little doubt that Illinois has gone a long way towards alienating a lot of people

in regards to taxes. Aside from Caterpillar, a number of other companies have moved their operations out of state as a result of new tax laws. It may not be long until we see people moving, though I don’t think anyone would have anticipated seeing insects move out,” said Scrape TV Business analyst Ken Green. “What this does portend though, and I am no insect expert by any stretch, is that caterpillars are far more sophisticated and organized than previously believed and that could result in a full-out revolution which wouldn’t be good for anyone. I think perhaps Illinois has gone a little too far this time.”
Illinois state officials had no comment. Illinois Governor Pat Quinn reportedly kept butterflies in jars as a child.
